ECE was founded by Dr. Hassan Eloseily in Cairo, Egypt in 1968. ECE has specialized in the analysis and design of complex structure projects for over 50 years across MENA. We have been recognized in the local market as one of the premier consulting entities involved in engineering services for unique complex projects. ECE has continued to expand engineering services and, today, we provide full engineering solutions for Power, Petrochemical, Oil & Gas, Water and Wastewater Treatment Plants. Currently, ECE team bring over 100 years of professional consulting experience to these industries.

Khaled Eloisely, PhD, PE, Managing Director
Dr. Eloseily has over 30 years of experience in structural engineering and engineering management for industrial projects in the Middle East and USA. Dr. Eloseily joined Bechtel Power Corporation in 1998 as a Senior Structure Engineer. He progressed in several positions until he became Chief Structure Engineer during the period of 2015 through 2020.
During his career with Bechtel, he was involved in the design and construction supervision of many power projects with different technologies such as: simple cycle, combined cycle, coal, solar and nuclear.
Dr. Eloseily is a professional engineer registered in Egypt and USA.

Magdy Mahmoud, Technical Director
Engineer Mahmoud has over 40 years of experience in engineering and engineering management for power and industrial projects in Egypt and Middle East. He joined PGESCo in 1997 as Senior Mechanical Engineer. He progressed in several positions within PGESCo till he became the Manager of Engineering
in 2008 and Technical Director in 2019, overseeing all engineering /technology development activities in PGESCo.
During his career with PGESCo, he was involved in many activities such as: Develops engineering strategy and engineering business plans, develop technical proposals, directs, reviews and monitors the Engineering effort through appropriate managers to ensure quality, schedule, performance and budget compliance, manages department engineering procedures, standards engineering instructions and engineering work processes. In addition, he was involved in power projects in different capacities. Some of these projects are: Abo Qir Thermal PP (2x650 MW), Suez Thermal PP (1x650 MW), Cairo West PP (1x650 MW), El Hamrawein 1 st coal fired power plant (6x1100MW) proposal.

Dr. Ahmad Abdel Hamid has over 50 years of experience in education, research and consulting in the design and seismic retrofit of reinforced concrete structures and ancient and contemporary masonry structures. He is also an expert in green and sustainable building structures and in design and retrofit of building envelope under structural and environmental loads.
Dr. Abdel-Hamid has published 7 books in design and retrofit of masonry structures and 4 ebooks in design and retrofit of building envelope. Dr. Abdel-Hamid is a professional engineer in the US, Canada and Egypt. He has conducted assessment and retrofit of historic masonry structures worldwide including Egypt, Turkey, Iran, Italy and Portugal.

Anestis Papadopoulos, M.S., PE, Associate
Mr. Papadopoulos has over 40 years of broad experience in the Design, Engineering and Management of Power Generation and industrial projects. In his 35 year career with Bechtel Power corporation, he was the senior Principal engineer responsible for the Engineering piping design group for Bechtel’s thermal, combined cycle, and Nuclear power projects, worldwide in USA, Europe and Middle East.
Mr. Papadopoulos has in depth, knowledge of Power Plant Piping Design, Codes and Standards, Piping Stress analysis, Structural Engineering, Vibration Assessment and Seismic Analysis.
Mr. Papadopoulos is a professional engineer registered in USA and has MS degree in Structural Engineering from University of California, Berkeley.
